Kim Jenkins – President

Kim Jenkins established the Fauquier First Responder Foundation with a clear and heartfelt vision: to honor and support the dedicated individuals who protect and serve the local community. From the outset, she brought together a distinguished board of leaders to advance this mission, creating a strong foundation for a lasting and impactful nonprofit organization.

Kim’s passion for the cause is rooted in her family’s legacy of service—her son is a proud first responder in Fauquier County, and her father devoted many years as a volunteer firefighter in Manassas. Their example continues to inspire her unwavering commitment to supporting first responders.

Professionally, Kim is the founder of Genesis Home Improvement, LLC, doing business as Genesis Construction Group, a Class A licensed construction firm with divisions specializing in Commercial, Residential, and Insurance Restoration services. Backed by multiple IICRC certifications and a lifelong dedication to the skilled trades, she has built a company recognized for its integrity, technical excellence, and client-centered values.

In 2023, Kim was named Top Entrepreneur of the Year by the Fauquier Chamber of Commerce, an honor that reflects her innovation, leadership, and impact on the business community. She has also contributed her time and expertise through board service with Laurel Ridge Community College, Be the Change Foundation, and the Warrenton Chamber of Commerce, championing workforce development and the advancement of future skilled trades professionals.

Currently, Kim serves at the national level within the U.S. Department of Defense, where she continues her dedication to public service—bridging local advocacy with a broader mission to support those who serve across the country.

Dave Cooper – Vice President

Dave Cooper began his service in the fire and rescue field as a volunteer with the Flint Hill Volunteer Fire Department in 1986. By the time he departed in 1991 due to relocation, he had achieved the rank of Chief of the Department.

In 1990, Dave embarked on a professional career with Prince William County Fire & Rescue. During his tenure, he served at multiple stations throughout the county and took on roles in both the Communications and Training Divisions. In 2010, he attended the Prince William County Criminal Justice Academy and earned law enforcement credentials. He subsequently served for five years as a Fire Marshal, specializing in fire investigations. Dave retired from Prince William County in 2018.

That same year, he founded the Canteen Unit Ministry through The Bridge Community Church. The ministry remains active and has provided support at more than 110 emergency incidents and 65 non-emergency events, offering aid to both first responders and affected civilians.

In 2022, Dave launched a new venture with The BBQ Rescue food truck, which operated at a variety of community events and venues until its retirement in January 2025.

He continues to lead the Canteen Ministry and currently serves as Vice President of the Fauquier Fire and Rescue Foundation (FFRF). In his personal time, Dave enjoys hunting, fishing, boating, and recovering Civil War relics.

Matt Shields – Secretary

Matthew Shields has served as a Firefighter Paramedic for 22 years. Matthew started his career as a Aircraft Rescue Firefighter with the DOD at Wright Patterson Air Force Base in Dayton Ohio. Matthew moved to the DC region to become a Firefighter Paramedic with the District of Columbia Fire Department where he served for seven years until moving on to Fauquier County Fire and Rescue where he has served since 2013.

 Matthew is currently the EMS supervisor for A shift with the Fauquier County Fire and Rescue System. Matthew is certified as a Critical Care Paramedic and command officer. Matthew Continues to serve the community and also Chairs important committee’s such as the Health and Safety committee with Fauquier County Fire and Rescue. 

Matthew Has served as a board member for FFRF since 2024 and hopes to bring awareness to issues for first responders nationwide, such as mental health, PTSD, Alcoholism and drug abuse, Firefighter cancer  and also financial hardships faced by our first responder community.

Matt Demaree – Treasurer

Matt has over 30 years of experience in the technology and service industries, and has successfully led HTDNET, LLC, a computer consulting service company, as CEO since its inception in 1994. He specializes in network security, infrastructure design, and disaster recovery, and has developed strategies that help businesses enhance their technology and improve operational efficiency. His leadership extends to overseeing VoIP services, cloud backups, and creating reseller partnerships. Prior to founding HTDNET, Matt held prominent roles at Novant Health, Terremark, and Verizon, where he managed IT systems, security platforms, and technical teams across multiple locations and countries.

He served in the U.S. Army twice, initially between 1999-2003 and recalled for active duty 2005-2007 in support of Operation Iraqi Freedom. He served with the 1st Airborne Ranger Battalion, 1st Battalion 5th Calvary, and 1st Squadron 167th Reconnaissance Surveillance and Target Acquisition. Trained as a mortarman (11C) as his primary military occupation specialty (MOS) his secondary MOS is a Forward Observer (13F).

In addition to his technology and military careers, Matt is an active volunteer member of the fire service with New Baltimore Volunteer Fire and Rescue, drawing on his experiences in the U.S. Army and his deep commitment to community service. He has been involved in Fauquier Fire since 2004 and he joined the Fire Rescue Peer Support Team in March of 2024. He has been a board member of FFRF since 2024 as well.

Matt is married to Ashley, and together they are the proud parents of their daughter, Savannah. They have white shepherd, Delta. Balancing his professional achievements with a strong family foundation, Matt remains dedicated to his career and his volunteer services to the community.
